Abstract

While the generations living on earth today assume a "horizontal" responsibility towards their citizens and neighbors, on the other hand, in accordance with this generation, they have to assume a certain responsibility in the "vertical" sense towards future generations. 57th Article of the 1982 Constitution regarding the right to housing, imposes a duty on the state to meet the housing needs of all citizens. It is possible to state that such a rule is very closely related to social and economic sustainability. It has taken its place in international law documents that the right to housing, which means that people are sheltered in conditions worthy of human dignity, is one of the fundamental human rights. It is necessary to ensure housing security for everyone, and to ensure that individuals can benefit from urban public services, infrastructure facilities and building materials along with housing. In addition, it should be emphasized that the investments to be made are in line with the purpose of sustainable development. And as in every field, the attitude required in this regard is to ensure the necessary balance between protection and usage.
